The first package is named Explorer and it allows developers to gain quick help from a Microsoft expert, access gift cards and receive the Dev Center Registration for free.
Once you go up the ranks, you will be able to access the second level, which is named Expert and this is mostly on marketing, as it will help you reach more people with your advertising techniques, increasing your chances of making more sales. Alongside that, developers with such a level will receive a publishing contract, as well as numerous other similar benefits.
The highest rank comes in the form of Master, which basically provides developers with VIP access to everything from developer support to marketing.
